Probably a place like Virginia. Both cities and rural areas, decent climate that doesn't get too cold or hot, nice variety of terrain and geography, cost of living isn't out of control for most of the state, some coastline, cultural and historical significance to the country. Not super low on any of the usual state metrics.

Virginia is nowhere near the best state.

The driver uses their own car and fills the tank out of their own pocket without being reimbursed by the store.

Stores give money per delivery to make up for that. Some stores its like $2 per, some upwards of $4 per delivery.

No it doesn't. The driver sees none of that money. The delivery fee is just a bullshit "because we can" fee.

Its to pay the insurance for the thousands upon thousands of drivers they need to cover.

Not really. The employees still have to make at least minimum wage per hour, and if thats not happening then they send the employee home. Which does save labor money but it has nothing to do with what you said. Which is false.
