Here are some Reasons Why A Pokemon Might Be Somebody's Favorite: Design (Cool, Badass, Cute, Unique, Weird, Interesting, etc) Strong Meme (really stupid, notably useless, notably un-notable, gimmicky, etc) Based on something somebody likes Nostalgia/Carried in Gameplay Childhood capriciousness So, basically, we're looking for a Pokemon that has a boring design that's either based on an animal with many better Pokemon examples or is based on an object/concept that nobody cares about, isn't very useful in the game, is unremarkable, is gained late enough in any game (probably postgame) that it wouldn't have been a useful member of anybody's team, is missing any kind of factor a kid would glomp on to (probably largely a combination of the pokemon being late-game and having no role in the anime), and, most importantly, is a dark horse for least beloved Pokemon to avoid a Finneon situation. Of course, there's TCG and randomizer nonsense, but I think we can ignore these and be ok.
