You're not gonna petrify the entire enemy group most of the time, and tough enemies are *more* likely to resist that status. By endgame SC you don't need her to carry you through fights (and fights where it would be helpful feature enemies that resist smoke bomb anyway). When Bernie Sanders did a filibuster of the extension of the Bush tax cuts in 2010 it just made people like him more for standing up and fighting. The more spectacle the better in US politics. Everyone who pays literally any attention is aware the GOP blocks legislation. And making them actually fight to block the dem agenda will only fire up their base and create new GOP stars. I'm not sure how much this will actually matter. It always seems to me that the GOP doesn't need help to keep its base energized, and they can pull BS stunts like what Ron Johnson just did if they want the spotlight nowadays anyway. Reminding the braindead moderates that the GOP blocks legislation I think would be more impactful than reminding the braindead fascists.
