...the whole point of a fine is to discourage behavior. If it's not a significant fine, people are even less likely to obey traffic laws which, in turn, leads to far more deaths. Granted, the alternative is to just put traffic violators into jail for a day or two.

More importantly, it's the driver's fault for violating those laws and the cops have zero say in setting those fines. It's like bitching at the mailman for delivering a foreclosure letter -- sure, the mailman is a step in that process, but they're the smallest part of it. The real culpability is on you and/or the bank.
