That's mostly because of Marvel hireups (specifically Ike Perlmutter) downplaying X-Men (and Fantastic Four for that matter) because they didn't have the movie rights, leaving it up to only the Fox movies to keep their brand power. (Remember that lame-ass Inhumans push? That was all Ike wanting to replace mutants with them) And look how that turned out. Now their brand power has depreciated to the point that now that they have the movie rights back, they're in no rush to use them.

That's not the whole story though....the X-Men movies also haven't been very good. You lost Hugh Jackman's Wolverine going into Apocalypse and that was already a slight against it, but then Apocalypse itself just wasn't a good movie.

People just stopped caring about the movie franchise.

If you talk to Vicar he gives the "best" pathway for you to take that makes the decision fairly easy. He says that you can convince the deserters to go back to Edgewater willingly. Even Reed is willing to step down for the old lady to come in. The decision would have been harder if Reed was more of a prick.

I heard that, but I assumed the deserters going back to Edgewater simply meant that they would be back under Reed's control. Interesting twist.

1) Disney doesn't have to pay for the rights to stream anything on their service. It's all their content.

2) At this point, who ISN'T going to be getting Disney+? You not only have Disney's own TV shows and movies, but you have Marvel, you have Star Wars and now you have access to all of Fox's properties as well. They can afford to keep the price low knowing that with the price being low, nearly everybody is going to buy in. And on top of that, the bundle for only $6 more includes Hulu and ESPN. That's the price of Netflix alone.
