I also disagree with this a bit. The reason people dye their hair unnatural colors in the first place is because it stands out/it's different, or it gets attention, etc. By that, it could logically atleast be somewhat distracting to others, since if it didn't draw attention in SOME way, people wouldn't do it to "express themselves" in the first place. You'd be surprised how often they'd admit to it, whether out of guilt/worry, or by trying to deny it and saying the wrong thing. If they did, great. If not, we'd just let them go, but say something vague about monitoring it/etc. to scare them from doing it.
