So surely the initial goal is to form the rule "ROCK IS PUSH".

There's two ways I could imagine that happening.

A) Push "ROCK" to the lower wall and then slip in "IS" and "PUSH" by pushing them up through the lower ice wall and/or the conveyor belts;
B) Push "ROCK" to the lower or right ice wall and simply connect "IS PUSH" through the ice.

Then you could move "KEKE" to "IS MOVE" after placing Keke in the passageway with "ROCK", and push in "IS" and "PUSH" and let Keke connect them as it moves.

But Keke only moves on the row or column it was last pushed in, so after it vertically enters the passageway it'd need to be pushed again, which would use up both lower and right ice walls. Nor can you use the text of "KEKE IS PUSH" to push Keke in because either you'd break the alignment of the rule, actually making Keke intangible when you try to push it left, or you'd have to align it vertically and get "KEKE" stuck in the ice block, meaning you couldn't take it out and form "KEKE IS MOVE" without again, both ice blocks turning into impassable walls.

Well, maybe that'd be okay if the conveyor belts could be turned on and off at will. That way, you could push down "ROCK", let Keke move it to the side, then push "IS" onto the down conveyor, turn the conveyors on so it moves down, turn them off and repeat with "PUSH", push them both down and let Keke scoop them to the left and finally exit from the left ice wall with "ROCK IS PUSH" formed.

But you can only enter that room with "BELT IS SHIFT" once; to leave you need to push a word in the rule out of alignment, and if you ever went back and pushed it back in alignment, you'd be trapped forever because there's no more space to break the rule.

Well, typing this out I finally have a revelation: you can use the outlet in the belt room to set up Keke to let you turn back on the conveyor belts a single time.
