What I've heard is that it's because of number of car thefts in a given area, on top of car manufacturer. Kias and Hyundais are getting stolen and joyridden into accidents, used for robberies in my city like crazy. I think in this case the only thing you can do is to not let them win. You let them take Ukraine and get stronger and then in another decade or so they start moving in on the other former Soviet nations the same way. They won't stop. And everytime they end up in a better position to act on their threats.
You can't negotiate with them either because anyone who makes peace with them or surrenders after initially challenging them ends up dead somehow.
