Actually I'm just now reading that Telegram has its own encryption scheme... so it's actually very likely that Russia has a backdoor (and thus EU and US intel teams also have it). Also remember that the vast majority of protests and rebel groups and terrorist groups around the world use Telegram for encrypted comms. So it's a really valuable network to control.
