He has no choice. Many indoor arenas won't book him because he is known to not pay. Or they are making him pay in advanced. Plus it's easier to lie about crowd sizes. These is less likely to be proof that Harris gets bigger crowds at the same location. Of course to really be effective you'd also have to plan ahead of the immediate black market that would spring up as certain actors try to buy out current stocks before the changes go into effect.
