Fallout 4, for its flaws, is a decent enough experience that people enjoy modding it.
Personally I still think there is a chance that Bethesda nukes their planned DLC for Starfield the way Bioware nuked the Quarian Ark DLC for ME: Andromeda. If that is the case then I'd expect them to push more cash shop stuff for Fallout 4 for several years.
