This really isn't in my wheelhouse, the books or movie. I saw the first one and never went back, but for some reason I was thinking about the whole concept of their country and how messed up it is. It struck me how they portrayed the tributes from some districts as these well-trained fighters, often seen as "bad guys," but really, they were victims too. It made me wonder if districts with these skilled tributes could also have younger kids like Roo chosen as tributes. Training wouldn't make a difference for them, as they wouldn't stand a chance of winning. Also a guy named Peda who makes bread, that is too on the nose.

the richer districts closer to the capital or with more resources had stronger recruits. Some volunteer as tributes but others are drafted.

they are seen as antagonistic because they form alliances and brutally murder mostly younger tributes at the start of the games.

in the other books / films Snow tries to shake things up and force Katniss into being killed by bringing back former winners, and upping the amount of tributes in the games.

if its any consolation the games are dissolved at the end of the story.

I think the strongest kids from the rich districts tended to volunteer and it was considered an honor to get to clown on the poor kids in mortal combat.

The books kind of make it clear that they're also victims.

Also, the districts are not equal. Some are more favored than others or are wealthier than others and tributes are better trained than others (certain tributes are called careers because their life path is to train for the games). Also in certain higher districts being selected is considered an honor, so unlike in district 12 where katniss just volunteers, there's actually strict rules for volunteering. Mostly because district 12 usually was just a jobber, so volunteering is suicide
