Tbh I always assumed it worked like this for moves that don't exactly make complete sense for a pokemon to learn for some way.

That or it is in the pokemons lore or maybe an anime reference or something of that nature.

Normal types need some kind of coverage due to the fact they can't hit anything super effectively. That's why their move sets can be so varied.

In general earlier Pokemon gens (I would say this tendency stopped being common around Gen 5, even Gen 4 had things like its fossil Pokemon of all things having ridiculous Gen 1 Normal-esque TM learnsets) are just weird with TM learnsets

Anotger reason: a lot of really Gen 1 were designed before they had the typings mapped out and they just gave them a plethora of moves. See the Nidos, Rhydon, etc.

Same reason a pokemon like rhydon could learn Surf, Blizzard, Thunder and fire blast even though it touching water would cause it to explode.

I see it more as them treating Pokemon like actual monsters in Gen 1 and a lot things get weird coverage that doesn't make sense stat wise. Also why almost all Pokemon can learn toxic until recently which didn't make a lot of sense either.
