When I first heard the expression I didn't know it was "t-o-w".

And, honestly, it even made sense in my head the way I had envisioned it (to me the expression was like saying someone was keeping their "toes on the line", as if they're being told exactly where and how to stand by some authority figure -- essentially standing at rapt attention).
