Welcome to the 2023 edition of Most Evil Fictional Character, a single-elimination tournament to determine the most evil fictional character of all time!

-First and foremost, YOU MUST BOLD YOUR VOTE FOR IT TO COUNT. The reason for this is that these topics encourage a lot of discussion and debate, and it helps me to distinguish a vote from simple discussion if all votes are bolded. So, I state again, ALL VOTES MUST BE BOLDED FOR THEM TO COUNT. I reserve the right to be lenient in early topics if people just aren't getting it, but for the most part, IF YOUR VOTE ISN'T BOLDED, IT WON'T COUNT.

-You must vote for which of the two characters you honestly believe to be the more evil of the two. You can determine this via any method you like, use your own morals and judgement, read all the arguments made to determine your choice, or however you choose to make your pick, but you must only vote for the one you truly believe is the most evil. This isn't a death battle, or a popularity contest. You're voting ONLY for the most evil character out of the two choices presented.

-While on that subject, remember that because this isn't a death battle or a fighting tournament, do your absolute best to consider the two characters as if their power levels were equal (either the weaker character brought up to the level of the strongest, or vice versa, or both if you want to consider both possibilities). Therefore, just because, for example, one of the characters blew up a planet and the other one merely kicked a puppy, doesn't necessarily mean the planet killer is more evil than the puppy kicker. Consider the characters as if they have the exact same capabilities and what they might do in that scenario.

-You can make any arguments, debates, etc. you want in this topic. Discussion is STRONGLY encouraged, a fun debate about which of the two characters is most evil is exactly what these topics are for. Just don't make it personal, no insults or flaming, keep things civil even if you disagree. Also, no vote rallying, if you want to encourage people to vote for your character you need to at least make some semblance of an argument as to why, even if it's just "Character X did (really dastardly thing), I can't believe no one's voting for them!"

-Voting will continue for exactly 24 hours after the post is made. If there's a tie, there will be a new 24 hour topic. This will continue indefinitely until a winner is determined.

The following write-ups will contain untagged SPOILERS for The Hunchback Of Notre Dame (Disney) and The Boys.

JUDGE CLAUDE FROLLO

Judge Claude Frollo is the primary antagonist of The Hunchback Of Notre Dame.

Frollo is a powerful Parisian justice minister. At the film's beginning, the corrupt Frollo ambushes a group of Romani people entering Paris illegally. Upon seeing one of them with what he thought to be a bundle hiding stolen goods, he chases the panicked latter to Notre Dame. He then kicks her down the steps of the cathedral, smashing her head in. However, he discovers that her "stolen goods" were actually her deformed baby son. Believing the child to be an unholy demon, Frollo prepares to drop him down a nearby well, but stops at the intervention of the Archdeacon, and ultimately becomes the begrudged caretaker of the deformed Quasimodo. Aside from his political authority, Frollo is a religious zealot with intolerance for sinners. He believes the Romani people to be the most heinous of all malefactors, and therefore dedicates twenty years of his life to eradicating them. Frollo's self-imposed mission drives him to perform inhumane acts of violence, all the while using his loyalty to God as justification. Although Paris' anti-Romani sentiments appear to be systemic, the persecution of the Roma appears to be advocated by Frollo, who is determined to eliminate the Roma scattered throughout Paris, as their indulgence in what Frollo calls "witchcraft and sorcery" is infectious to those around them, according to him. Frollo has also shown a mild sadistic streak, as he briefly smiles while his ex-captain of the guard is tortured and takes pleasure in burning Esmeralda at the stake. In the square, Frollo sentences Esmeralda to death but offered to save her from immolation if she chooses him. She refuses to become Frollo's lust slave, spitting in his face in contempt, prompting him to burn her at the stake. He watches and smiles sadistically while she passes out from the smoke. Frollo is also very cruel and manipulative to Quasimodo. He refuses to allow the hunchback to experience freedom, forces the young man to call him "master", and allows him to be humiliated in public without even bothering to help him, as punishment for disobeying him. Additionally, during Frollo's outbursts, Quasimodo tries to move away from him, implying that Frollo has physically abused Quasimodo in the past.

STORMFRONT

Stormfront is a major antagonist in the series The Boys.

Stormfront was a superhero who replaced Translucent as a member of The Seven. Stormfront joined the Seven after Translucent's death became public and was briefly a rival to Homelander before the two became lovers. She was adept at using social media and had a large following online. Though she denied it in public, Stormfront was a closet Nazi who used her position as a member of the Seven to promote her white supremacist agenda. She took extreme pleasure in killing anybody who was not white, which is demonstrated when she massacres a entire block of apartments containing black residents while chasing Kenji Miyashiro.Stormfront also helped operate the Sage Grove Wellness Center, as a front for Vought's experiments with Compound-V. The facility uses actual psychiatric patients as test subjects, injecting them with varying doses of V, turning them into supes. The experiments were carried out with the aim of creating a more stable variant of the serum which can render any adult human into an instant superhero, with stable powers and abilities. It is but one aspect of Stormfront and Vought's secret plan to create an Aryan master race. She worked in conjunction with the Lamplighter, who burns any of the imprisoned supes that are no longer of use or become belligerent. Stormfront is aware of the contemporary public's negative opinion on racist views and does well to disguise her own fascist ideology (typically through euphemisms and vague allusions) when in situations where she could face political backlash for making her beliefs known and to claim plausible deniability. On at least one occasion, when Stormfront made veiled racial remarks about her time in the Church of the Collective (which she cryptically described as once being pure before the Church started letting all kinds of people in) to fellow Seven member A-Train, she feigned ignorance when challenged about it, insisting that she meant something else. She has displayed both sexually sadistic and masochistic tendencies, appearing to revel in orgasmic bliss in her killing of Kenji and gaining pleasure from being burned by Homelander's heat vision during their sexual encounter.

This is actuality an incredibly fitting match. Both are explicitly racist and more than willing to see certain races be wiped out entirely

However, I do think Stormfront gets the edge here, not just for being a literal Nazi andhaving a high kill count, but because she takes more pleasure in the act of slaughtering minorities than Frollo would, who is mostly satisfied to just see them chased out of his country

Also fun fact: Stormfront is named after the real life Nazi internet forum of the same name

As John said, they're both racist, but Stormfront goes further with her views. Frollo persecutes the minorities he doesn't like, but Stormfront does that too, and she also works to make her own race a master race superior to all others.

Ooh two genocidal racists enabled by the current standards of their own society at a certain point in time. I'm going with Judge Claude Frollo because I didn't see Stormfront ever consider chucking a baby down a well to its doom.

Frollo with superpowers would be scary but Stormfront in Frollo's position is arguably worse (at least going off what other people have said).

The first couple Stormfront votes sum up my thoughts pretty good.
