Basically, it's kinda like an RTS where you ONLY do the base building... your units kinda do whatever

In DK2 you can move the units around (you literally pick them up and drop them, they take a fall stun when you do so it's risky to drop directly in combat), but all the monsters have their own AI and preferred activities

not exactly that recent but the Majesty games are like that. you build an RPG city and the AI-driven RPG characters make use of your services to go out and fight monsters and try to complete the objectives and clear the map of danger. (they spend the money they earn adventuring at your shops which gives you money to build more services.)

(DK2 is 1999, Majesty 1 is 2000, Majesty 2 is 2009)

(I played Majesty 1 a fair bit; I own Majesty 2 but never played it).

Evil Genius 2 I think was alright but I didn't play it for more than 30 minutes. Which part of the RTS/basebuilding do you like? Dwarf Fortress scratches my base building urge now-a-days.

Majesty's an oldie but a goodie and has the most interesting AI. Dungeons 3 is almost the same thing but you can control units on the overworld (standard drag and drop inside of your dungeon). Evil Genius 2 sucks but 1 still holds up.

The mobile game Dungeon Maker is more of a turn based defensive roguelike, but it's sorta adjacent. You buy rooms with effects, you obtain monsters to put in said rooms, heroes enter from one side and fight through the dungeon until they reach your boss character.
