I thought Peter purposefully lets his webs dissolve rather quickly to he's not leaving a mess around New York when he swings.

Moments where he is webbing up bad guys or structures or backpacks probably would use a different consistency.

If we're being honest though the webs will stay strong precisely as long as the story needs them to.
