Places like New York, Illinois and and California would have to lose some teams. Players dont have to be from the area to play for the team. Sometimes teams get sold off and become the team of a completely different town. Many would not do well financially - there's a reason states like the Dakotas, Wyoming, etc. don't have pro teams already, and some current teams would likely suffer from potentially losing fans from neighboring states that don't currently have teams. If you intend it to be that players play for the team of the state they're from, you're going to have wildly unbalanced teams. If the typical draft/free agency/trade rules stay anything remotely similar to how it works now, then you're going to have probably an even worse problem than we already do with players focusing on playing in big markets - or at least, not the many small markets.
