ICC doesnt have jurisdiction in Russia so it doesnt matter. ICC can issue all the arrest warrants it wants but if Russia doesnt recognize it then it doesnt matter. It's a symbolic move to recognize his war crimes, and a further push to make him an international pariah, ensuring that he will never have the ability to travel to any country that would cooperate with ICC in the future.
