They probably apologize because they've experienced people treating their adult disabled child like a burden

Some people might get more annoyed so they likely just default to apologizing, there are assholes out there that would be incensed that anyone came up to them for something like that. The average person likely isn't going to make a huge deal about it, but that doesn't mean everyone does.

As parent of a disabled kid, I can attest to the fact that there are some serious a.....s out there that get incensed if my kid runs up to them for any reason. On the other hand there are those that find her either highly intelligent or charming or a combination of both and don't mind interacting with her until they see her messed up hands and feet (she has rheumatoid arthritis and ADHD). My theory is that they believe in the old story about arthritis being contagious through touch (it isn't) but I'm too tired to educate everyone we run across on a daily basis.
