That's literally all that matters to majority of the reviewers. There are exceptions, like if it's indie, then they don't care about budget. If the high profile/budget game has glaringly bad performance or scope creep issue, they get a bad score. But if it's a functional game with high budget and usually open world? Probably gonna get a 90+. It would literally have nothing to do with how good the actual game is. Gaming journalism has been a joke for decades.
