No, not synonymous with androgyny, but it means you're neither a man or a woman. But what a man and a woman are are not well defined except by societal stereotypes. Before, the push was to try to eliminate some of those things that say men are masculine, women are feminine. But to say 'I am neither a man nor a woman' is to imply that you don't consider yourself fully masculine or feminine, and the idea that men = masculine and women = feminine is being a bit validated, in a way. I imagine it is two different ways of dealing with being gender-non-conforming
