People move there from Cali for the Republican policies they want lol. The hispanic community there is much more left than in a state like Florida, and Tucson/Flagstaff areas have always been blue to the core. Even the older, typically conservative people I know in AZ are just sick to shit of all the conspiracy bs. Another big factor is that AZ voters are super big on the environment; we do not have a lot of water and we cant have policies that lose a fuckload.
