Actually, there are some other kinds of cookies that would make good ice cream. Chocolate chip, snickerdoodles, Thin Mints, Samoas/Caramel Delights, just to name a few.

Literally any cookie would be good as an ice cream. If you think oatmeal raisin wouldnt be a good ice cream youre not imagining hard enough. And I dont even like raisins.

In theory, I would expect soaking them in booze before freezing them to prevent them from getting as hard (both because it softens the raising to begin with and because alcohol freezes at a lower temperature). I'm not sure if that would pan out in practice, but it might be worth a shot. I do know that rum raisin ice cream is a thing, so it at least works well enough for that.
