Theres no way on earth the American government would just relinquish control of a major metropolitan city to a mad man. Even if they had to covertly send in Navy seals one at a time, they wouldnt just give up control. Also they couldnt let him be even if they wanted to. If Gotham really was meant to be a stand in for NYC, losing the stock exchange would impact the entire global economy. Shit was pretty distracting to me being from NYC. At least Joker and The Batman gave NYC a more Gotham look. Rises was just lazy.
