Maybe in the original story but I don't think she was supposed to be in the Disney movie. At least they never stated the ages that I saw. I always considered her to look like she was in her 20s.

Besides in most cultures throughout history you were considered an adult by 16 anyway. Not that girls were generally allowed to do much on their own though. Especially as a princess she would be married off for political alliances, the same happened with the princes.

They aren't drawn to look that young though, if they are even supposed to be those ages in the Disney movies in the first place. Not to mention those were typical marriage ages for the time period the movie takes place in so its in-line with societal norms of its setting.
