Why couldn't I just sit there 30 more seconds and just get handed the food? That's polite and acknowledges that you'd move if somebody behind you wanted their Concrete ASAP. If someone's behind you, always oblige. If they are trying to cut on service time and you deliberately screw that up, you probably just hurt someone already having enough problems with fast food management, because fast food management is always garbage. No, in fact, its pretty damn rare that fast food order A gets started before B and finishes afterwards due to the very nature of these places. This is definitely about them trying to fudge the numbers on their service times. Chances are that by complying you're actually screwing the poor, understaffed workers inside so that management can hide the fact that they are understaffed from corporate.
