Vengeance can lead to justice (ie: taking a violent criminal down before they harm again). However, not all vengeance is innately justified. The motivations for revenge are often arbitrary and do not always abide by morality. In many instances it can simply be reckless and cruel, like a vicious person seeking vengeance on a former victim who escaped and snitched. Heroic vengeance does exist, but it's not a common event because the type of person who usually performs it is uncommon themselves.
