I've got some lessons learned from last winter and I'm trying to make sure I'm more prepared this time. I've got a heated coat and a heated skull cap. If we do have a freeze, I'm gonna break out the candles immediately to help keep warm.

I feel like the only way to prepare is to move out of the state altogether. It's just not equipped with the infrastructure to deal with this, and your governor has indicated no interest in addressing the problem.

Candles won't keep you warm. I recommend buying some flameless heating packets. Same kind the military uses for MREs.
https://www.amazon.com/dp/B00N1CI1FU/ Note that you don't actually need the container the instructions say you need. Any similar glass / pyrex / stone tub will work just fine. Use this to cook some canned soup and that will keep you warm. These things give off hydrogen gas when used so make super extra sure no candles are lit when you use this. You can also just buy MREs with the heaters.
