Because end users dont have direct access to the google database. You can only see what google choose to show you

something like avatars for gamefaqs is easy. I would have done it myself if I didnt want to deal with people uploading illegal content
a like/dislike system is also easy but nobody would use it

One of the first things people look at is the like/dislike ratio to know if the video is bullshit or clickbait.

This is really one massive bullshit move from youtube. Its also like a power display. If not enough people causes an uproar, it will just solidify the fact that they can do what ever the fuck they want without repercussions.
