this happened twice when i worked in retail. no pepper spray but people just loaded up carts and smashed out of a side exit and jogged to their cars. both times it was middle aged white women

This is a very effective way to get free stuff. Loss prevention is mostly non-existent in most places and cops arent good at actually solving crimes. People are seeing they can do this and taking advantage.

There was no reason for pepper spray though. I would never attempt to physically stop a shoplifter. Especially in this country, when trying do so is possibly a one-way ticket to the morgue.
