Given that it's a publicly planned event where the government has actually made preparations for once and is more than willing to use deadly force (unlike other riots where cops got chased out of a police station which then got set on fire), pretty sure it's just going to stay a protest rather than a riot.

Unfortunately, hanging isn't allowed anymore, but they are in prison. The problem is that they will be allowed to go free at some point. There is an expiration date on their sentence which is where the bullshit sits.
