Depends how old he is and how much he was called that before. That said, those 2 names are fairly similar, the c to begin with and the o at end is very important.

I got my dog when he was 3, and his name was AStarMagicPlace (not even kidding, no idea what his previous owners where thinking...). I renamed him Shadow, he picked it up within a couple of days.

9 years later and I doubt he would ever respond to his old name anymore.

They arent born with it. But they can learn to understand words Usually like 150-250 depending on who/where you ask. But they do understand some words. That said, they can sometimes confuse them with similar sounding words. But not all the time

Like even my dogs know a few words. Like outside, inside, treat, and walk. A few others, too Like sit and stay.

Nope, I've raised and fostered more dogs than multiple people combined will ever have and nearly all of them had their name changed at some point, one of mine currently has 3 names and she responds to all of them.

I had a Chihuahua puppy when I was younger and his placeholder name was Runaway, because he'd grab stuff and run.

Chulo is close enough that it probably won't confuse him.
One thing I've heard for changing a dog's name is to call him by his old name, then his new name. After a while, call him by the new name first, then the old name. Then eventually just his new name.

dogs only really hear the last syllable of a word - so anything -jo will not confuse them even slightly
