This is being lumped in with laws meant to target Chinese actors and celebrities who dodge taxes or commit other kinds of fraud, so as to prevent public discontent. It's being framed as a clean up of their media. Most notably to the west, it seems a lot of western blockbusters will be blocked going forward from Chinese markets.
