How much experience either of them have doesnt matter nearly as much as the fact that both parties will get something out of the relationship.

There are plenty of older women who are immature, mentally and emotionally, they may as well be girls. And the same goes for immature men who are boys. So there really is no massive power difference when dating these people.

There is no sane reason to pretend having sex with a 16yo is moral in France/UK or where-ever but immoral in the US, that's not how reality/morality works.

I'd expect that those that search specifically for people that just reached the age of consent wouldn't be doing it with the intention of dating, just having sex. I can't say this for certain, of course, but otherwise, what would be the point of searching for that kind of people. People won't be 18 (or whatever else the age of consent might be) forever.
