From everything I've heard, customer service HEAVILY favors the buyer. So I assume the scams that these people are trying to run would backfire. Are they attempting to take the money and run fast as hell before anything can be done? Does eBay/PayPal hold their money?

I would expect the scammer in this case to not be able to get away with it. Unless eBay/PayPal does NOT hold money or anything like I thought. Will eBay eat the cost when the scammer flees?
