Blight obviously had potential and then wasn't really used after Season 1. The best overall I think was probably Spellbinder, and even he isn't really like a particularly amazing villain. Shriek kept coming back in episodes despite the only really interesting thing with him (the silent scene) happening in his first episode. I also like Mad Stan a lot but he's a joke character. Maybe controversial opinion but honestly Batman Beyond was really weighed down by the Terry in highschool plots.
