simp can be two things: a sarcastic jab that's playful because some dude is crushing normally and friends are breaking balls, or pointing out a person is going to crazy/pathetic lengths to win over a girl that doesn't want him. some guy generally being nice in a normal way isn't simping and anyone calling him that is mistaken.

that one kid's example with the $1000 is on point.

I think people are misusing the word "simp." It's not a man who's "nice to women." It's a guy who women walk all over, who desperately continues to throw himself at a girl who is clearly not interested. The "white knight" is a very different man.
