That's not what socialism is, any more than having roads or armies is socialist. During national emergencies, every type of government distributes emergency supplies. The concept is in no way unique to socialism. Go back to sleep.

I mean roads are technically socialism, the road system could very easily be a capitalist enterprise where you pay to use each and every road in a monthly or by use fee.

Shit in Texas they have freeways that are privately owned and you have to pay a fee to use them each and every time you do. They will either send a bill to your house based on your license number or they have special cameras that can take pictures of a card you can put in your windshield and bill you that way.

Considering that the concept of roads predate socialism by thousands of years, it'd be very hard to reasonably justify that they're socialist. And very nearly all the roads in Texas are owned and maintained by the government rather than private individuals.

The government does that as well at times... wait, are you sure you're actually talking about private freeways and not government tolls where they're using a third-party vendor for the collection?

That is irrelevant, the concept of libraries predate socialism but that doesn't mean public libraries are not socialism. Shit most things that are socialist in nature were created in some form before socialism.

This is basically like claiming "Well the creation of food for distribution can't be a form of capitalism, because humankind has always eaten and created food long before capitalism was a thing."
