In the interview with CNN's Jake Tapper, Mr Biden said: "The first day I'm inaugurated to say I'm going to ask the public for 100 days to mask. Just 100 days to mask, not forever. One hundred days. "And I think we'll see a significant reduction if we occur that, if that occurs with vaccinations and masking to drive down the numbers considerably." Constitutional experts say a US president has no legal authority to order Americans to wear masks, but Mr Biden said during the interview he and his Vice-President Kamala Harris would set an example by donning face coverings. The president's executive authority does cover US government property, and Mr Biden told CNN he intended to exercise such power. "I'm going to issue a standing order that in federal buildings you have to be masked," he said. He added: "Transportation, interstate transportation, you must be masked airplanes and busses, et cetera." US airlines, airports and most public transit systems already require all passengers and workers to wear face coverings.

Good luck with that if there is no penalty for not wearing one.

There's something to the idea that people are more likely to be on board with restrictions if they can see an end in sight, so this approach may be helpful to the extent it ever breaks through people's media bubbles.

B) If A is proven, how on earth do you think such a fine would remotely be implemented into law? Do you expect Biden to rule by fiat or the upcoming congress to remotely support that?

the same way other fines are implemented. when violators are caught they are issued a fine by an authority figure.

the feds could withhold federal money until states enforced mask mandates, for example.

The latter is a feasible option a la the national drinking age not really being a federal requirement but it stemmed from federal pressure to withhold highway funds. But to note that was a multi year process. There's no chance that such a process would be applicable on such a short time frame. And even that would require congressional approval, which I'm doubting.

So really not applicable, practical, or relevant.

here in Portugal you have to pay a fine if you dont wear a mask when you dont respect social distancing. and despite that, there's still people who dont follow the rules.

so no matter how many restricrions you implement, there's always gonna be idiots who dont follow them even with fines and all... *sigh*

Same in Canada. No one really seems to care. Alberta is in a semi-lockdown but I still see people with no masks, home gatherings are still happen, etc.
