I don't mean like Stardew Valley, it's good but I want more procedural based interactions with randos.

I know Dwarf Fortress is among the high points for this since characters can develop feelings and grudges and stuff

it's not exactly minecraft/terraria like, but ruinarch is a god game about manipulating randos into killing each other based on personality traits

My Time at Portia

There's a fairly deep relationship system that allows you to marry the villagers and even have kids (or adopt if you're in a same-sex relationship).
Lots and lots of interactions like birthday parties, picnics, various seasonal events, just tons of stuff.

There's minecraft modpacks designed for exactly what you are looking for, but you'll have to look at some of the older things.

For context; I'm really liking the townsfolk in Dragon Quest Builders 2 and wish the devs pushed it even further...

There's little hope for a sequel though, but if a miracle happens maybe they'll combine Builders and Monsters into their next game to make the ULTIMATE game
