Kevin is probably mid-tier at best for me in SC, but by the end of The 3rd he's a really close second to Estelle (and actually had overtaken her until Estelle had her best moment in the series IMO in 3rd's Ending) and no one else is even remotely close. Agate boosts significantly in SC. Olivier gets better as games go on (not a fan of him at all in FC and most of SC) Etc.
