Here is my take, from best to worst.

GOOD TIER:

starlight: legit good. A better person than most people.

maeve: she used to be good like startlight. She is still good though, just broken down and jaded. Starlight could end like
this in 10 years.

BAD BUT NOT DANGEROUS TIER

Transluscent: He is almost good. Ok, was almost good. He was just a pervert. Which is wrong, but doesnt put him in murderer territory.

The Deep: he took advantage of starlight, which is sort of a Harvey Weinstein thing to do, so he is bad. But he is not like, murderer bad, he doesnt want to kill or maim people for kicks.

BAD AND DANGEROUS BUT NOT ACTIVELY AGGRESSIVE TIER:

a-train. He killed pop claw to hide a secret. He is ok with killing random people accidentally too. But he isnt really going out his way to hurt people.

Amazon version of Black Noir: he is obviously different from the comic book version. Black Noir seems to be like a robot controlled by the corporate guy, he is more like an appliance.

BAD, PSYCHOTIC TIER:

homelander: evil, enjoys killing, finds it fun. Wants to be loved by all. He enjoys killing but cares about his public image.

stormfront: a literal nazi that wants to destroy all non-whites (supe and non-supe)

UNKNOWN: Lamplighter. He seems to be between the deep and a-train.

Wasn't comics Black Noir seemingly under control as well, at least until the big twist when we learn that he was doing all of the really fucked up shit that Homelander was blamed for where he couldn't remember doing it? Given that he was by far the most evil character in the comics, the same will probably be true of the show by its end.

Regardless, the whole gimmick of the team is that they're dangerous sociopaths (because nobody ever reins them in or even taught them how to use their powers effectively) with good PR, excluding the newbie Starlight. And pretty much all the superheroes in that continuity are bad guys, which is the central premise of the series and why "the Boys" exist.

I don't think amazon black noir is like an appliance. He seems to have a soft spot for children, and looked like he was feeling genuine grief when he saw the news about children suffering from Compound V injections. He also tried to cheer up the child after he killed the terrorist (poorly but he seemed genuinely interested in helping).

He also seems to have a joy for music, knowing how to play the piano. The recent episode shows that he is stupidly loyal to Vought.

I suspect that a future arch will have Homelander begin to corrupt his Son or Becky gets killed, causing Vaught to decide to kill the kid for safety purposes, and sending Black Noir to do it. He will have a conflict between his love of children and loyalty to Vaught, and my go rogue.

Have you seen the latest episode though? Didnt it add extra nuance to that? I could be mis-remembering

I'm the latest episode it showed he didn't want to kill children but had no issue with the test subjects

I thought he was forced to? He could do it and serve Vought or get killed? Thats why in the end he was all emo and said e didnt care if the old lady shot him

Again, keep in mind that the comic exists. A lot of what you see now is likely just to throw viewers off. And, in the comics, he doesn't seem anywhere near as bad as the rest of the team until we learn he's actually far, far worse than the rest of the team. It's unlikely that they're going to deviate that much from the comic.

I thought they wouldnt deviate too much either, but then it seems black noir is sort of a sensitive soul when he is not being an appliance, unlike the comic, where he is far worse than homelander and almost as bad as stormfront
