Wasn't comics Black Noir seemingly under control as well, at least until the big twist when we learn that he was doing all of the really fucked up shit that Homelander was blamed for where he couldn't remember doing it? Given that he was by far the most evil character in the comics, the same will probably be true of the show by its end.

Regardless, the whole gimmick of the team is that they're dangerous sociopaths (because nobody ever reins them in or even taught them how to use their powers effectively) with good PR, excluding the newbie Starlight. And pretty much all the superheroes in that continuity are bad guys, which is the central premise of the series and why "the Boys" exist.
