Locally? Kind of depends on how you define "Latino".

If you mean anyone who claims to be Hispanic (either "white" or "black") on the Census, but don't necessarily look Hispanic, my local area claims to have about 10% Latino population, so in theory, one out of every ten people I meet is Latino, and most of them speak English.

On the other hand, if we limit it to only people who are BLATANTLY Latino, to the point where you'd pretty much know their ethnicity from first sight, then in my local area you're probably looking at an illegal Mexican, who is going to speak heavily accented English at best and Spanglish at worst. And you're probably seeing them hanging out in front of the local Home Depot/7-11/train station in the morning looking for someone to hire them for day labor. We basically have one of the highest illegal immigrant populations in the US outside of California.

Though around where I live, if you wind up talking to someone who doesn't speak English, they're almost invariably either Indian, or Chinese (but only in your local Chinese restaurant).

This. Although for the clearly Latino people in my area, it's maybe 50/50.
