I think part of the issue with Superman's rogues is that a lot aren't the kind to hold a movie. I mean you could make a 2 hour movie about Toyman or Livewire, but it would be tough, their villainous motivation just don't make for the epic kinda film you would expect. People like Bizarro and Metallo are also much more glorified henchmen than the kinda villain to hold a movie. Which doesn't mean they shouldn't be used, you need someone to bring some action to movies where Lex is the main baddy. But yeah, Brainiac and Mongol are absolutely villains who can carry an entire movie themselves. Having a battle arena type event would be a good chance ot include some other of Supe's galactic rogues, like Lobo, though.
