WoW used that specific order; but Diablo used different colours (with Yellow), so did Titanquest.

According to a bit of research the earliest thing I can find is a game called Tolkien's Angband released in 1990. It's specifically where the creator's of diablo got the idea. I'm not sure if it actually originated there or if angband took that idea from somewhere else but thats as far as I could trace it back. That's just for colored rarity though. WoW was the first to use the order you mentioned. Diablo was very similar but green denoted a set item.

I'm kind of astonished that Angband came out as late as 1990. I always sort of lump it in with Rogue and Akalabeth (the proto-Ultima) in my head (both of which came out in 1980).

The interview I got my info from had the guy saying that he played thousands of hours of angband and wanted to make diablo to be like an updated version of it so it sounds reasonable. I'd never heard of angband before I looked it all up today.

I'd say Diablo also, however I think it went:

Diablo 1- White / Blue / Orange
Diablo 2- White / Blue / Yellow / Gold, with Green being set pieces (EDIT: Orange are crafted items, EDIT #2: Grey are Socketed Items)

Gold makes sense for being the highest, because gold.

Purple is usually used for Best in Class/Best in Show/Champion ribbons, and Blue for First Place.

Why Green would be next I don't know, because Red is usually Second Place, with White as Third Place.

It's funny because I still vividly remember my first unique in D2.

It was not long after launch and I was gambling at Gheed's in Act 2. I got a pair of frostburns and at first I didn't realize it was a different color because it's a VERY light color of gold. I don't even think you can gamble for uniques in D2 anymore, can you?

I'm working on a new roguelike now that uses color tiers but it's only limited to 3: White / Blue / Purple. I've always liked the idea of color rarity however some games do kind of take it out of hand. I figure 3 is a good number, i.e. "Crap", "Good", and "Holy Shit!". Once you start having too many it becomes tough to conceive: "Crap", "Kinda Good", "A Little Better than Kinda' Good", "Good", "Better than Good", etc. No sense in having 10 different colors!

Diablo 2 is just about right. Green exists on the side of the normal tier grouping of White / Blue / Yellow / Gold because set items can be cheap-o stuff like the Arctic Furs padded armor or high-end gear like Tal Rasha's or IK.

EDIT: Actually I totally forgot but there's also an Orange text for crafted items!

"White" is generally seen as basic/baseline (and grey works pretty well for "worse than that", which is why so many games use it for trash tier loot now).

In terms of traditional color associations and social ranking (at least in Europe), Green is peasant (hence Robin Hood), Blue is noble (blue bloods), Red is royal (monarch robes), Purple is imperial (the rarest dye, only used for the most powerful rulers' clothes). And like you mentioned, Gold tends to be the obvious pick for "best" or "legendary tier" things because of the connotations of value.

If there is anything earlier it's probably some tiny text adventure that is impossible to find any info on. Unless you go outside of games in which case the idea of colored ribbons or medals is like centuries old and I think can be traced back to early dye scarcity of certain colors which damn well might go back to cavemen times. Makes me wonder if that alone could have contributed to the development of our brains sense of color value but probably not.
