I'm not sure if it actually originated there or if angband took that idea from somewhere else but thats as far as I could trace it back. That's just for colored rarity though. WoW was the first to use the order you mentioned. Diablo was very similar but green denoted a set item.

I've often heard that Diablo 1 is actually an Angband-like, but I don't know about other factors
