Does the other person's lungs just take any kind of air? If you're exhaling CO2 when the other person needs O2, how does that explain the other person getting oxygen when they're unable to breathe?

It has nothing to do with oxygen or CO2, it's just the air being pushed in to expand the lungs to try and get them functioning again. It's like using a defibrillator on the heart.

this is wrong, you exhale about 16% oxygen in mouth to mouth resuscitation and no amount of compressions/oxygen can substitute actual defibrillation via an AED or whatever

Mouth to mouth actually doesn't do anything which is why they stopped teaching it over a decade ago.
Chest compressions on the other hand do work.

I have to maintain a CPR (or BLS) certification and it requires doing the training every 2 years, and what Tropicalwood is saying is true. The last course I took, they did have us practice doing the mouth-to-mouth but there was a bigger emphasis on doing more chest compressions and less emphasis on doing the mouth-to-mouth portion. It was basically taught as a way to get you to stop pumping and listen / feel for signs of breathing and get a couple second rest in before you keep pumping again.

Myth: Proper CPR technique should include frequent use of mouth to mouth in between compressions.
In fact, the 2010 guidelines set out by the American Heart Association (AHA) do not recommend breathing for someone while performing CPR (and not for your health, as you might think, but for the person experiencing cardiac arrests chances of survival). If youre a person who was trained in CPR a long time ago, you might be familiar with the once staple 15 chest compressions then 2 breaths. If you followed the 2005 guidelines, then youre familiar with the 30 compressions then 2 breaths technique. In both cases, you should throw those out the window.
In 2010, ILCOR (International Liaison Committee on Resuscitation), reviewed hundreds of studies and found that breathing just wasnt necessary for people when doing CPR. Even for advanced medical personnel, like paramedics and doctors, breathing for someone in cardiac arrest has a limited role. The science behind this seemingly huge shift in treating someone has been around for over a decade, but it has only been recently that people in the U.S. have been paying attention (many European countries changed their recommended method well before the United States).
