The closest that springs to mind is Bloodrayne Betrayal, which is decent, but... not quite right.

Honestly for me Castlevania games scratch the itch best despite lack of style meter. Distorted Travesty 3 is a good free one if you wanna go way down the indie rabbit hole --- No problem! This is a cute and pop genocide of love! ... Copied to Clipboard!

In terms of design philosophy this is exactly what Viewtiful Joe is. (Unsurprising since all three are Kamiya titles.)

I feel like this is similar to a style of game I want more of, except I describe it as Marvel vs Capcom style combat.
